How do I talk to the boy next door?

There's this boy next door that I'd like to get to know, to become friends with. I don't really have friends in my neighborhood or at school. It would be nice to have someone to talk to.
I've seen him and his brothers in their yard fixing their cars sometimes. They live right next door. But they are never outside when I am. So how do I talk to them? What about when we are in our yards at the same time? I don't want to just stop what I'm doing, go up to him, and get his attention. Or should I?
I just want some friends, or maybe something more if that's what happens to happen.
I've been trying to see when they are outside, but when they are I don't know what to do. Wouldn't it be weird If I just ran outside of my house to greet them?

When i was ur age i liked this guy nxt door too, well just play sports outside, thats how i started to talk to that guy, we ended up dating but it didn't go well becuz we broke up and then it was all over and worst part was he lived right next to me. But just be more outside when he's there, say hi or talk to his mom or dad sometimes just be nice and he'd like that trust me, Hope I helped :D

I'm 16 and he looks around my age. I've never spoken to him before, that's why I'm trying to find a way to do it haha. Just hoping he's not in college or younger than me. If that's the case we can probably just be friends? Thank you for your comment!!

Start by smiling and waving. That is being neighborly and not really that awkward. Then try saying greeting him and saying hi and small talk. If you aren't outside at the same time, don't run out there. Look like you're going out there anyway to walk your dog or play a sport. Those are also great ice breakers. "Cool dog" or "Can I join you?" may be the result.
