Maybe try not to dwell in the apology too much (reminding him of whatever really upset him in the first place), give it some time to cool down, and try to work your way at this from an easier angle.
Try to avoid the drama, even in terms of apologies. Try to be really sweet and fun. This isn't a courtroom, things work well if he likes you enough to get over it. It doesn't work out well if you upset him too much to the point where he kind of shut you out, unless you can lure him back and make him interested in you again.
You can only try for so long, but if he won't accept your apology, there's nothing you can really do about it. Actions > words, so show him how sorry you really are
If you want to keep seeing him. Try calling him or go see him. Texts are very easy to ignore. If you call or go see him its harder to ignore. If you get to talk to him and he doesn't accept your apology its time to move on.
