Why does she block my number one moment, then text me all day the next?

Non-romantic situation here.
My mother always did this and it confuses me to no end.
She even blocked my phone number not too much time ago because I was "heavy" for her, but now she texts me all the time - sometimes up to 20-30 WhatsApp notifications - asking all sorts of questions, what I'm doing, where I am, how I'm feeling, etc.
And if I don't answer in a timely manner, she either calls or her texts become dejected and somewhat pressuring - example "Why don't you answer" "Are you there" "Why are you ignoring me, what did I do this time".
This can happen any hour and especially up to 1-2AM in the night.
Why does she have to behave like that?
She blocks my phone number one time, then bombs me with texts the other.

The way the two of you relate is dysfunctional. 🤔 So of course she is going to display dysfunctional behaviour. ( e. g. hot/cold distant behaviour)

To be honest I have similar mood swings, but not as extreme as hers and I never barrage people with texts.

The way people interact with us is often a distorted mirror of our own behaviour. It is reflect back in a more extreme way, or the behaviour is different- but the emotion behind the behaviour is the same. But again, some people are just nutcases!

It's not normal.
If she wants attention, tell her to just call you.
Otherwise you'll be constantly watching your phone.
And for the sake of your own sanity... just turn off your internet/wifi on your phone when you go to bed, otherwise you'll be woken up at night by text.

Either she is conflicted... or blocking you to hide your messages from some one else... if she blocks you then you can't contact her at a "bad time"
