I posted this photo on a fan club site of this gift I got. My mom took a photo of a recent meet & greet I had with celebs and made a custom gift card. This person replied and said “thats an amazing card 😂”. Should I assume she’s laughing at me or with me?

So, she couldn't just like the card? People will also laugh in general for no real "reason", especially in text or comments online. I wouldn't read anything into it at all. But there's no "should" either. You either are or your not. And you're asking this, so I assume you were offended? lol

Neither. Some people just habitually post emojis or put 'LOL" at the end of sentences for no reason.
