Guys, should I wait for the guy that I was in a talking stage to approach me if I always catch him looking at me with a longing look or should I talk?

He was always flirting with me so I tried to hold his hand and he didn't hold back because apparently he was "talking" with someone. So he said we couldn't be friends anymore either but it's been like a month since I have seen him staring at me and we keep making eye contact and he keeps looking into my eyes like he did before.. should I talk to him or just move on since he is the one that ended everything and I should wait since he should technically come to me if he really still wants to be friends? But I feel like he is to embarrassed and it's awkward to do so..

I thought maybe I should give him a note writing how I feel about him looking at me and explaining the whole holding hands thing better because I felt like the conversation we had was too awkward and rushed..

I just don't want this to keep bothering me so I want to ask him I we can just say hi to each other and nothing more instead of him just looking into my eyes and me looking back every time

Don't wait. Life is too short. If you'd still like to explore a relationship with him, reach out to him. But, I'm not liking his maturity level with the part about "So he said we couldn't be friends anymore either". That's just blah. Guys and girls should be able to be in an exclusive relationship and have friends of the opposite sex. But, again, go talk to him. Don't wait.
