I would hope the girl would still love the guy. It's the thought that counts, and the ring shows his commitment. The value of the ring shouldn't be that important, and definitely not a deal breaker.
While I do not believe that a big ring is a necessity, to give a fake possibly speaks to a deeper issue. She should let him know, because it is possible he was ripped off. She will know by his reaction.
If she gets a fake ring, then maybe his love is fake too. Certainly there was no truth there. He sounds like a player. He won't lose anything when he dumps her.

It would be better to come clean and to tell her to begin with. "This is a promise ring. But stick with me and some day you will be wearing diamonds." At that way she wouldn't feel cheated and lied to.

If my girlfriend or wife did it then tried to flaunt about how the ring is so expensive then I would call her out on her BS. I never want something expensive from her but I definitely want honesty and support
