Promises and no delivery, what should I do?

So I've been seeing this guy for a month, before we were friends with benefits and then I got feelings so we are trying things out.

The thing is that, since we have taken dating seriously, we don't have sex. I've always had a higher drive than him but now it's been weeks since the last time we had sex.

He says it's hard for him sometimes and that i wouldn't understand. Suddenly he is nervous to have sex with me, thinking I need more than what he can give me. I've never been unsatisfied but when he'd ask what else I'd like to try I mentioned oral and some other positions. Nothing new has happened, but I also haven't asked for it.

It's giving me mixed signals because he continuously says it's not me and he doesn't know how to "fix it". However, he doesn't seem to seek for help either.

I've already given him the "talk" that he either tries to see if really does want to pursue this with me or we should both move on, but he asked for patience and told me he would put more effort in.

That talk was last month and this morning he's finally in the mood, but because I'm on my period we didn't have sex.

I just don't know what I have to do anymore.
