Let’s say your lover (who is near perfect for you) has a best friend or couple of friends who engage in behavior that is “toxic” such as infidelity, partying too much, etc.
Because your lover maintains these relationships to these friends, does that effect how you view them even if everything in your relationship is amazing and they don’t personally engage in those habits themselves?

I would not allow my wife to have hoe friends because they are corrosive to a healthy relationship or marriage. They would be constantly trying to entice her to go to bars and clubs while promoting the single life and disparaging me for telling her that she shouldn't go to these places. They are a bucket of crabs who woukd drag her down with them. Saint Kevin said it best: "Single women keep women single."
People don't pick friends that are the total opposite of them. Even if they did, that would mean that they're stupid, and stupid people aren't worth dating.

Yes. If a person's closest friends are messed up, so are they. Listens to the signs and leave in such cases.
