I did that to my passed grandpa, I wanted to give him the one last love touch, but I didn’t want to kiss him, because I wanted my lips to have a memory of his warm sweet cheeks, instead I rubbed my forehead onto his forehead and that was my goodbye kiss.
I think I got it from watching soaps in the early 90's while skipping school. Anyway I recognize it as a term of endearment kind of like women kissing a mans forehead.

It’s actually very cute and sometimes you are not in a position to hug. Forehead touch seems very romantic.

A woman’s touch. It’s a nice pause. I’d do this occassionally with women I’ve dated. It gave us a chance to catch our breath/take a break.
