in my opinion, you don't do any harm by just looking. "The line" that should not be crossed, as I see it, is either physically touching them beyond something acceptable in an office (shaking their hand), or by pursuing them verbally or in writing - so flirting, texting, sending emails, DMs, or any other variation of that. You should not be trying to establish any kind of connection with other people when you're in a relationship.
