As a woman, it tends to be ok to compliment other women's clothes. As long as it's clear you're not singling out her religion, it would probably be fine to say:. "I really like the embroidery on your outfit." or "Those colors look really great together."
But if you feel weird, best not to say anything.
A lot of hijabs are very beautiful and have amazing designs and detail on them. Plus, everyone enjoys a nice compliment but the way it is delivered does mean a lot.

It's probably just a really random thing to complement someone one, like I've heard of people complementing someone on other things, but not their hijab.
I agree with MileCake, in terms of there's probably a way to do it, without feeling awkward.
I don't see why that would be weird? Just don't obsess over it. I like to make casual comments like "I really like that color on you," so it respects the woman's intended modesty.

If some girl was wearing skme variation of it and i thought it actually looked kinda cool, I would have reservations about talking to her because she's Muslim and often times speaking to a Muslim woman is not an act men unknown to her should engage in as part of their stupid culture. However... I would probably say something anyway because in this scenario I did find her hijab interesting and i would love to see her reaction so I would say, "nice head thingy. Looks cool".

This white convert I know dad was fully against him joining Islam. He was a very religious Christian but after a few years he began reading the Qur'an. He's still not jumping for joy about it but he has admitted he's come to terms with it. Point is, it wasn't his son's job to try to convince his dad about Islam. Although she still receives death threats from muslim immigrants for not wearing a hijab or niqab. She was tortured, burned, slashed and harassed by friends and family alike for exposing what really goes on in a collectivist Middle Eastern society riddled with Islam. Women are not only victims of this, but perpetrators as well, because they pass on the indoctrination and act as soldiers of this culture as well as men. Therefore you cannot simply rule out that this culture is bad because you'll have women who says it's their choice. Soheila still aids young girls and men who looks to break free, but many of them pretend nothing is wrong as to not be either branded a traitor and killed, or because their family have imprinted the collectivist notion in them that if one family member does something bad, it reflects poorly on everyone.
