Do you think a negative law in the bible could be interpreted with a reverse positive?

The bible says that if a false witness tries to convict an innocent person with a lie, you shall examine the case carefully and if the person appears to be slandering and making lies about his brother, you shall punish the liar with he same punishment he wanted to give his brother who was innocent of the wrongdoing the liar accused him of, and that even if the punishment he intended for his brother was extremely painful and difficult, you would have to permit it to be done to him by the justice system.

So the reverse positive of that law is, if somebody wants to do good for another person but they are denied the opportunity to do good for them and the person they wanted to do good for does not deserve their kindness, you shall bless the good intentioned person with the same blessing he intended to give his brother who he was denied an opportunity to help and bless.
