Was I right to be suspicious of this Middle Eastern guy at church?

I work on the traffic team at church. I am usually wearing a security uniform.

I saw this middle eastern guy driving this beat up van. He pulled into the filled church parking lot shortly before worship service released.

He drove a circle around the parking lot before I stopped him and questioned him. He had children roaming in the back of the mini van.

I couldn't understand his English well. I directed him to a parking space, where he sat there for a while. I kept a very close eye on him the entire time.

Luckily, everything was fine. I was very nice and was trying to help, but I maintained a visual on him and his vehicle the entire time he sat there.

Did I do the right thing?

Don't get me wrong, I am welcome to anyone who wants to attend church. I just thought it was sus a guy driving around a near-full parking lot with an intent to just sit there. I was helpful and friendly and was willing to guide him if he requested.
