This is a friendly notice because I know it's not well understood in most places, but not everyone who "breaks gender norms" is trans, or queer, or questioning. Some people aren't of any group in the LGBTQ+, they just don't care if how they look or act conforms to other people's standards.

Yes some may have neurological disorders, but that doesn't mean they don't know what they're doing. You don't have to be neurotypical to know who you are, and you shouldn't have to be neurotypical to be taken seriously about it.
If you meet someone and you aren't sure *what* they are... don't worry about it. Don't make it a big deal. It really doesn't matter in most scenarios if they're trans or cis, or gay or straight (unless you're trying to hit on them). And besides, you can't verify it. It's really not your business.
Lastly, and most importantly: if you have problems with how certain people live their life, that's a topic to bring up with people you want to have a serious conversation with. Not with strangers you know nothing about.

When you are breaking your gender norms, don't be angry if people are gawking at you.
Not angry. Just want to inform.
In college my wife dressed up as a guy to break a gender norm for a class. We went into a department store and I as her partner and they ignored us in the jewelry department
Oh that's nice to do for a class. Neat store workers ignored customers because of it.
Usually those people have mental illnesses which are not treated but exploited to make money.
I addressed this type of thought specifically in the take. Everyone buys clothes; that's not exploitation. Having a mental illness doesn't mean they have no sense of self, and doesn't invalidate the choices made to express that self.
