I never noticed on other guys but I find it's pretty unavoidable to show at least some outline if you wear boxers, (as I do) unless you want to wear baggy pants like a clown. People mostly don't seem to notice or care. I think actively dressing to show off your penis is a bit crude, women who overdo showing off their tits or ass likewise.
There have been times when it was considered fashionable for men to display the goods. Most recently in the 18th century with those tight knee-breeches. Maybe it will be again.
Nobody says you can't do it. But cleavage is sexy and the outline of your penis probably isn't even to women. At least cleavage leaves a little to the imagination.
A cameltoe for girls is unappropriate too. Id like to reverse the question: why can guys walk around topless while cleavage is already seen as a problem with girls?
Last time I checked, boobs aren't sex organs. Both males and females have them, just women's are bigger and serve a purpose when it comes to having children.
