The rape culture in Japan is just awful. But Japan have normalized rape for many decades. They went over to China, Korea and other Asian countries, kidnapped girls to use as sex slaves and never apologized for it. At least Germany apologized for the Nazis killing Jews, but Japan? Not once, not ever.
So I would have to say that the rape culture is one of the worst ever when it comes to Japan.

Whenever someone uses the term rape culture I am turned off because I associate that with hateful feminist propaganda. Feminism is a manipulation and I ignore shit that comes from them.
I am not saying that there isn't a real problem there but I am so turned off by the term rape culture that I almost immediately turn the channel. I didn't know this was happening there. It's a reminder that while people may not be dating that much, or having sex, the interest is still there. The guys just seem horrible at how to go about it.
But the other problem is how these girls are handling the situation. They are not managing it as they should. Seems like their deeply held cultural mores are preventing the girls from telling the guys to back the fuck off. 1. Logistics problem - You can't make every adult website require a person to verify there identity. Because some websites are out of reach from authorities.
2. Consequences - If a kid can't reach the popular website that is already regulated to an extent by authorities , The kid will go to unpopular websites that have worse stuff and maybe even actual rape stuff.
So using your plan you wouldn't stop kids from seeing porn. You will just make them see more hardcore and worse porn.

There was a recent case of a young male kid getting raped and some people said concerning stuff like "boy can't be raped" and "He probably enjoyed it" . Even though victim blaming is a thing that happen when it comes rape cases regarding adult women , I have never seen victim blaming happen when it comes to rape cases regarding female kids (I could be wrong though).

In theory yes but would this work in practice? No. Most parents are under educated and knows nothing about porn and stuff. So I would rather have kids learn this in school instead assume that they would learn it at home.

First I disagree that it is sexist , because there are lots of male sexualization that is done to appeal women in anime. Example being Yaoi , BL and bishounen.
