I don't really know what to say on the matter because I don't know the facts beyond what you said "a female til toker who is 19 had a boyfriend aged 12 who kissed him and had sleep overs".
Now In a normal situation in the real world not the Internet a girl and boy would probably meet face to face. I would assume at those ages either knew each other growing up or was introduced by another friend or relative, who would probably know the age differences.
In any normal situation the 19 would probably not be interested in the young man even if he is attractive simply because she's obviously young. Also him trying it with her would be met with, whatevers and you're too young.
Over the Internet the world has no real age.
So she is open to a lot of falsehood.
Did she always know he was 12?
Why did she persue him when she found out?
If it was a kiss and no sex I think she can go off with therapy and community service.
Whether I'd put her on the sex offenders list I'd be really keen to have her assessed first because well I'm not entirely sure.
But it could be a sign of predatory behaviour simply because he's young and she isn't far off his age.

Gosh it's complicated and I think this is really up to the judge, the parents and psychologists that are equipped to judge this appropriately.

If she admitted to it and the state has evidence it confuses me why she hasn't been arrested for statutory already. Prosecuting on that isn't a family or popular decision, or shouldn't be. If there's evidence of a crime, that's what the court is there for.

Same with admitting to the domestic, alone it wouldn't be worth the taxpayer's dollars to prosecute it after the fact like that, but paired with statutory in a trial if the statute of limitations hasn't expired, that paints an ugly picture.

I'd imagine all that is recorded on videos in her words, so why she hasn't been at least investigated is beyond my understanding.
