Both and a dash of biology. Now biologically no one is a racist but they are TRIBALISTIC. So that which they are familiar with is good, those who hold the same ideas are good and those who oppose those ideas are bad, those in the group are good, those outside the group are bad. This is tribalism.
Now this can very easily become racism when experiences and/or how a person is raised or brainwashed (as we are seeing with the rampant antiwhite racism that is being pushed in our current society) causes them to start to identify immutable characteristics with their "tribe". So racism is not inherent, but the path to it is. Once one has the ability to step outside their life experiences or question their conditioning, they quickly become incappable of racism as they see that immutable characteristics in other people has no impact on who that person is. The problem is being able to step outside of one's bias's which is insanely difficult just in general (as our current times show).

Experience. Studies show that kids who go to more racially diverse schools have worse attitudes about other races compared to kids who go to more racially homogenus schools.
Me personally, I was raised by a very conservative family in the suburbs, and my parents had a very good attitude towards other races. Think of the GOP voters who were overjoyed to support Herman Cain.
My views towards other races became much more realistic and much more negative when I started working security and quickly realized how different races reacted to being told rules, that they were trespassing, etc. For black people, the rules and such didn't matter, that I am White quickly became the utmost importance.
A racist becomes a racist through experience? How can an experience turn someone into something that is the lowest thing that anyone can decide to be on this earth. History tells it all about the mentality of others on how it began and why it’ll never end. If one feel they are superior than the other then they believe it’s an easy advantage to control and manipulate. For instance, bullies will pick on a kid who they believe cannot defend themselves. The words that are used from the bully to the other kid would slowly break down the confidence of that individual. If someone can break you down with their words then eventually the physical control they have over you will become an easy task.
If someone says that they experienced racism then I would see where that person is coming from because the racist believes they have a leverage over you.

I would say it's through experience. No one is born a racist, people become racist throughout their lives based on what happens to them. That being said, I'm NOT saying that being racist is acceptable, I'm just saying that I can see where it comes from.
Also, you can be brainwashed but it comes a time when you must learn how to think by yourself.

I would say we're all naturally tribalists: that is inclined to be suspicious of outsiders. And there is no clearer indicator of an outsider than a different skin color.
But that's nature. And the point of civilization is to transcend our nature (or at least try to). As such, exposure to other races, who are economic equals, while young tend to make racism improbable. Of course in isolated, rural area they tend not to get much exposure to other races beyond what they see on Fox news - which makes a point of being unfair to perpetuate white supremacy..I’ll be the first one to admit I’ve said racist things, I’ve put blacks down and stereotyped them. But I never felt like I was above them or better than them. It mainly stems from experiences with black people at a young age, I’ve been in probably 30 fist fights with black kids, cause my school in philly was pretty horrible, but what I came to realize is, everyone was a piece of shit in that school, and me targeting it as “oh it’s the black ones” was just ignorance. There’s black people I don’t like, and my ignorance led me to believe it’s cause they’re black, but growing up a bit and seeing the bigger picture it was just that person. I’ve met a lot of black people who changed my perspective on the way I felt and acted, and concluded I was just ignorant to the fact that we’re all people. And I’ll hate some blacks people and some white and some Mexican, but I’ll hate THEM not their race.
I saw the question "Ex-racists what made you change?" on r/askreddit. Most of them talked about being skinheads and being part of racist groups in their teens or just simply acting the same way their parents did or taught them to. Also because of having a bad experience with people of a certain race or because of the things they had heard about or been told about a certain group of people.
Through the Democrat party who uses it because they have zero positive ideas.

He was a veteran who wanted to get into art school. A Jewish doctor gave his mother the chemo that killed her, and Jewish judges rejected him from art school. We all know how that turned out.

It is self-evident that races should not cohabit on the same real estate and that miscegenation is a crime against nature and your ancestors.Somewhere along the way a person decides people do things because of their skin color or that things happen to a person because of their skin color. Either belief fosters racism. If you see all people as people, then racism does not form. People use skin color to justify a whole slough of evil or good intentioned mistakes. There is no white supremacy, white privilege, or any superiority whatsoever. The belief in such only fuels racism.
The minorities become racist due to experience and the majorities due to learning. We are taught to be scared of the dark and go towards the peace and light since young. Evil is shown as black coloured whereas light is shown as safety and doves for peace. Even the minorities have this taught engrained in their brains but as they went through experiences , they changed.
And for anyone saying racists are born. Sure apes and chimpanzees were all racists towards each otherSome people are raised to be racist. Some other people grow up open-minded and later get traumatized by some type of negative experiences with another race.
The first type tend to hate all other races and feel superior.
The second type might have selective racism against one specific race for specific reasons.

Sometimes they hear a story from someone about x person did so and so to person y. So you shouldn't trust him.
Or certain neighborhoods start to get a bad reputation.
Or you turn on the news and see BLM dickheads looting shops or burning cities down.hmmm. I think there in the UK there is increasing pressure on scarce public resources. When you see others getting to the front of the line based on their skin or country, that experience is going to fan the flames of racism.
I'm a racist because I've seen a terrorist attack happen in my nation in front of my eyes and I've seen left wing people supporting them even though they themselves were mass raped by them.
