Mentally speaking, yes, they are just older kids.
Physically speaking, its so variable that to have any standards for deviding the two, would require seperating humans into different "species" based on development rate.
Some finish growing at 12, others 30, and everywhere in between, and what the end result looks like varies to an even greater extent, so you could have a person who stopped growing at 30 look more "youthful" than the one who stopped at 12, or vice versa.
Typically people are also their best at comprehending things when they are children, and become worse at it as adults.

Let's take example of me itself I act accordingly to situation time and place and mostly depending on the people I am with or the platform I am on.
As you know I am so immature on here and act like a childish brat 🤣.
But if you meet me in real life you will get bored bc I am just that silent most times people confuse it with being done kind of genius or resoonsible person or the one having full of attitude.
So it's basically how you perceive my character when we first me then you will treat me the same as what you had judged me on.
Anyone can be a child at heart. But there's a difference between having younghearted moments and being straight childish. Someone who is childish should not be deemed an adult until they act like one 75% of the time
