That's because surrounding states are not separated by proper boarders. It's very easy to smuggle guns to example of such states when ones around it have it legalised.
Imagine if Scotland for example had the 2nd amendment culture America did with guns that are allowed in the non-stricken states, England would quickly have guns easily crossover.
School shootings over in England would be a quick thing, shootings would raise even tho England would have stricter gun laws compared to Scotland.
Now this all changes if the entire land has laws similar on strictness, like how Scotland and England are now. You think school shootings happen in my city? nah, you think shootings are common? nah. Why? because we don't live right next to a easy supply of guns to be smuggled in.

You have to take guns out of the equation for the mass land before it stops been a major problem. Which is why UK is so effective we are a small collection of islands separated far away from smuggled in guns from america for an example.
If you put England next door to Texas tomorrow we would be screwed with shootings everywhere.

Fairness, now- the places with the strictest gun control are in authoritarian hellholes like China; they don't have mass shootings there. Not private ones, anyway.

Gun laws won’t prevent tragedies. It’s a feel good band-aid. As long as guns remain in private hands, people will do bad things with them. That’s the price of the second amendment. The only way to prevent gun violence is to go door to door and round up every single firearm from every single person and obviously that’s not constitutional.

You do know it's possible to buy a gun in one city or state then drive to another city or state, right? That might explain why gun control works on a Country-Wide level, but not on a city or state level.
