Wrong on both counts. One percent would require a completely black ancestors within the last seven generations; that's hardly everyone in America. And while you may set your personal threshold for blackness at whatever percentage you desire' "one drop rule" refers to specifically to laws requiring having only one drop of black blood to be considered black. Hence the name.
