Neither. It's a result similar to Iraq, Afghanistan, Columbia, Libya etc etc.

Basically the USA installing puppet regimes for it's benefit, and then fucking up the country as a result.

The USA deposed the democratically elected government seven years ago for the puppet Zelensky. Ukraine has been on a spiral ever since.
