Some people have communicable diseases. They don't tell their sex partners. These diseases can kill you. They are essentially killing people by knowingly passing on the diseases.
It is one of those things that sounds good in theory. But would be super hard to implement. If anything hook up culture also made it worse. Because if person A is hooking up with several people how do you prove who gave person A the std/sti? Also how do you completely prove that person A didn't give it to the person they are saying gave it to them? It's one of those things where the sheer amount of variables and questions that can be asked can make it next to impossible to really nail down.
There are states with laws on the books for issues like this. But I wouldn't be surprised if a lot of cases end up falling apart once they are in court. Also like many things it would be open for abuse by people and is abused by people for the sake of getting revenge on others. So you would want the burden of proof to be set pretty damn high in order to make such laws very hard to be abused.
In general though it's one of those things that can be avoided if you are not being stupid about sex.

If I remember correctly, I think NY may have a law making 3 things illegal when "hooking" up. Lying about your marital status, giving a fake name and not telling your partner you have an STD. All three are punishable up to actual jail time. Again, I think there is a law but not sure if it's ever been implemented.
