Has any country today or in history ever used prisoners from foreign nation as a source of intense manual labor?

Let's say that I'm a powerful drug cartel and I have lots of money from growing and selling drugs and have military style assault rifles that I give to the hundreds or thousands of dedicated men under my command that I treat and pat very handsomely and I take over all of mexico and declare myself as the de facto head of state. One day I look at how poor the infrastructure of Mexico is and seek to improve it not to make life in Mexico for Mexicans easier but to make my drug government operate easier and e force laws and stuff, but I don't want to spend huge loads of money on greedy construction companies to build better infrastructure, so I ask the heads of states of every nation willing to talk to me and I request to buy all of their most strongest and most muscular and strongest male prisoners to import to Mexico amd essentially use them as prison slave labor and have them construct beautiful buildings and roads and to harvest the states biggest cash crops, weed, shrooms, opium, etc, and use the female prisoners imported for boys 13 and over to use as practice girls so when they grow up and get a girlfriend they can satisfy them, and chain whip the prisoners when they step out of line and then pour hot salt and burning brine on their wounds. Before you reply with your karen-tier objection to my idea, these are prisoners who are violent and stupid so why not use them to make my narco state prosperous at the expense of their freedom and human rights?
