It's too late later on. Take Russia. The consequences of WW1 and WW2 and the fall of the USSR has meant there are only 8 million men of prime military age currently. Given you are getting a lot of guys of prime militarily aged killed and keeping the rest away from the girls they would have otherwise impregnated it is already to late.

So Russia's ability to wage war in 20 years time is already badly impacted. It is already too late

Everyone is bitching about global warming and other stuff that is caused by too many people. Where I live it is a real liberal state with very high taxes. People are leaving in droves anit the traffic is still unbearable and it seems like they are building something on every square inch of space. I think that having fewer people will be a good thing for the planet and people's sanity as well. People are not made to live in such close proximity.

It certainly could help Most EU nations, the USA and Japan have a the same demographic bomb if we don't start procreating. China has an extra problem. The one child policy severely limited their welfare system and their culture will go broke in 10 years.
