The US withdrew without being in danger or being directly confronted.
The USA did not make peace, did not surrender, did not capitulate or negotiate in any way with the Taliban.
The Taliban did not manage to drive out the American army for 20 years, they only endured the NATO occupation, waging a guerrilla war.
A war is declared ended with a winner when a peace is signed between the participating camps. Peace contains terms and conditions for a certain conditional or unconditional capitulation.
The US military was unable to just liquidate the Taliban resistance groups.
It's like in a match.
The USA leads with a huge score difference, but they are the ones who also abandon the game. The opposing team could not cope and won by forfeit. The same situation here.
No matter how hard they try, Afghanistan cannot face the American army and will always lose control of the state in a direct confrontation. As history has shown us.

The question is who achieved their goal. In this case the taliban successfully saw the withdrawal of us troops and took their country back, so history will record it as their victory.
No one won, people died. Good young men died, others raped and killed children, they would never be while again.

How do you define "win"?
There were 2,456 U. S. Military deaths in Iraq while it's estimated about 53,000 taliban killed (this number is a little harder to figure so it's a rough estimate). But that's a kill ratio of over 21 to 1.
The reason we went into Afghanistan was to kill or capture Osama. And breakup al-qaeda. This INITIAL plan failed due to our trust in our allies in the war on terror that allowed Osama to escape (Pakistan). But Afghanistan was just the FIRST battle on the larger war on terror. After that it just became a police action in an attempt to nation build since Afghan had been a failed state since the Russians pulled out in "88".
I think a soldier said it best when being interviewed by the media while training Afghan forces, "We can train these guys but we can't make them care enough to defend thier own country. That ultimately is up to them".

The Afghans won against the British, the Soviets, and the Americans.
Victory did them no fucking good each time. But they are people who can truly say they are free, and fought for their freedom.
Did any of these countries capitulate?
What were the terms accepted by the defeated countries and what conditions did the Afghans demand?
Who controls Afghanistan today probably won. And its not USA.
