Please don't mention the Covid-19 pandemic lockdowns of 2020. I'm talking about in the general sense of authority and governments powers over the people and their freedoms.
I do think so, you can simply look and compare between states in the US. Some states have massive rules, regulations and laws, others are very lax in the same sense.
The same applies between big cities and smaller cities. Big cities have all kinds of ordinances and controls on all kinds of aspects in life from what color your house needs to be to you must water and trim your lawn to what kind of driveway you can have.
Smaller towns, don't often have those kind of ordinances.
Some people really like the government to control them and love using it to force others to their beliefs that they either already follow or want others to follow.
Often there is a reason behind it, such as this will help keep house values high or this will help keep insurance rates low.
This will keep people safer, etc...
Many are willing to give up freedom for security and the government forcing the other side to do what they want, but when things flip to be against them, they do not like that.

The Patriot Act was more than enough to consider our government authoritarian, as it violated our 4th amendment rights.
Now, the government can monitor our bank accounts on a hunt for tax evasion and lowering the income threshold from $2000 to $600 (4th), force corporations like Twitter to censor people and certain news stories (1st), with trials like rape the 6th amendment is often weakened if not disregarded completely not to mention tons of race and sex discrimination that normies turns a blind eye to because it is happening to groups that are more socially acceptable to hate (civil rights act of 1964).
I know you don't want me to mention covid but I'll say that the lockdowns were a massive shit test from the state to the people and we flunked that test hard.
Now that the government knows that US citizens are nothing but a bunch of pussies, they will continue to either make up emergencies or overexaggerate current ones to such an extreme degree that will make the covid lockdowns child's play. They know they will get away with it because they know the people won't do shit about it.
I guarantee you climate change will be the next "emergency" to imprison you in your home.
This has been happening for some time now. The government can simply scare the population into obedience. During the early 2000's it was terrorism. Then it was covid. soon it will be something else. Americans in particular are easily frightened or everything. We tend to comply with the Man more our of fear then anything else. Have you ever seen riots in Europe? In France*? In Latin America? Those people get into fights with the cops like it's no big deal. Check out the videos on line.
* Say what you want about the French ( old Joke: French rifle for sale - twice dropped , never used) but if you study their history they were some bad asses- Under Napolean they took over much of Europe and also colonized huge swaths of Africa. They were ruthless against the Germans during WWI. The only thing that really gave them a bad reputation was WWII - but by that time the French military was weak and the French Generals capitulated - even though the enlisted men wanted to fight.

Of course it is. Over time we keep having major “pandemics” in order to instill more rules, more regulations. Just recently the ATF passed a law or rule that would make it illegal for gun owners who have gun stabilizers to use them unless they report it to them or destroy them. Millions of people use them for things like hunting, competition, etc. They’re giving 130 days to either report them or destroy them otherwise you will be considered a felon. Slowly things are being taken away.
authoritarian would imply order. I see more chaos than order. there are so many riots, protests, shootings, criminals let out into the streets to re-offend, suicide rates going up and illegal immigrants pouring into the country.

As a general rule? No. Some countries vote authoritarian candidates into power and - depending on the perceived damage - vote them out of power again (Trump, Johnson, Bolsonaro...). Other countries vote them in and then are stuck with them because the people seem to lack democratic experience. These countries are usually ex-communist though (Hungary, Poland...).
I'll go you one better and also ignore the Covid lockdowns (and other restrictions) of 2021, 2022, and 2023- but I WILL say that you need to talk to people outside of Florida; the natives here don't understand just how bad it got.
That said, of course they are- witness the Patriot Act. Look at all the airport nonsense we have to go through to just get on a damn plane. At everything Snowden revealed and a good two-thirds of what Assange did. And that's just the US.
Why wouldn't you mention the covid-19 lockdowns? It showed these governments that at least half of the population is A-OK with a boot on their neck. Before that, it was the Patriot Act. Now half the country thinks it's ok for the government to tell you how to cook your food.
