Why are ghetto blacks and hispanics so rude?

There are plenty of borderline ghetto people at my job and school. They're usually real nice and friendly when things go well. But when any sort of conflict arises, they're literally the most disrespectful, rude people I've ever met. Yelling, screaming, bullying, incivility is normal in their culture. They over blow small issues into big issues. I literally saw a Caribbean man yell at a 13 yr old kid for accidently bumping his huge schoolbag into him. A Samaritan on the train told him to calm down and that its completely unnecessary for him to yell. He didn't like the fact that someone told him this so he began cursing out this good Samaritan. At school, I know of a classmate who wasn't very good at her internship. A ghetto hispanic woman was constantly being condescending towards her and ignoring her at certain points. Has anyone else experienced something like this from these people too? I know bullying exists in every culture on earth but its just that ghetto hispanics and blacks tend to do it so much more...

Um, so first you might want to rephrase because this does come off as pretty racist and classist, which isn't great.

But beyond that, part of it is just cultural differences if that makes sense. Some cultures (ethnic, regional, local, etc) put different levels of value on things like public emotional control, avoiding use of curse words, etc. Some cultures are legit just more emotive, or have looser limits on violence/etc depending on the context. It's not always inherently bad if you look at the differences more holistically, but it can definitely come off as grating or rude if you don't consider the larger picture.

Moreover, I'm not sure how on what grounds you're classifying people as "ghetto", but you should also consider that to some extent manners/certain types of politeness and the like are basically a status symbol. There's really no functional difference between a salad for and a dessert fork, but it's considered polite to use each for their intended purpose. Lacking that knowledge might mark someone as impolite and low-class, even if they think they're going a good job of being polite from their own perspectives.

Lastly, I'm going to assume that you are operating from a place of racial and class-based prejudices given the wording and topic of your question and suggest that these people in general might not actually be acting significantly different on average from people of other racial/class groups, but their "otherness" from your perspective might be making them stand out more to you. They're not more rude because of their race or class, you may just see their rudeness more because of how you view and interpret their race and socioeconomic status. Something to think about.

I work in medical in addiction treatment. We see about 300-500 people per day, we see about 20% every day, so in total we see about 1,600 to 2,800 people in a 7 day week.

97% of our patients are lower society WHITE and they ARE extremely ignorant, disrespectful, rude AND disgustingly racist and discriminatory people. They LIE, they CHEAT, they STEAL. Some of them joke about going to the "big house" - maximum security - like they're going to the day spa they've been in & out of jail ALL their lives.

Even speaking a different European language than English among these WHITE people is cause for being cussed at... and as my colleague IS European she's more "white" than ALL of them with their god knows who their great-grandparents were ancestry.

If you go to any city where there is a lot of black people, the crime rate is usually high. Take a look at places like Louisiana, Detroit, NYC, San Francisco, Atlanta where crime rates are known to be extremely high... all of these states have a higher percentage of black people.
