Why are they doing this as a kind of racist act?

Hello everybody, I'v been America last year for work and travel program. I actually from Turkey. I dont looks like brown or near to black skin colour. Anyway i was there in month of June in NJ state. Everything was going fine until the month of November.. With the onset of the flu season, I noticed that people around me deliberately cough or clean their throat and sometimes spitting the floor when they walk by me on purpose. Even though some of the people I asked said they didn't know what it was, I thought it was an act of racism of some kind. Sometimes when I was passing by, they would say stupid to me again. As I said, this has nothing to do with my skin color. Apparently, I'm young, I've been exposed to these things in ways I can't understand. I've even come across it in New Jersey, Philadelphia, and even New York City's tourist spots.
And why do you think they did this? Is it an attitude of people in the northeastern states of America towards tourists, or are they doing it like this all over America? Is it not nonsense that there is such an attitude in a country with millions of immigrants, then what could be the main reason for them to do such a thing?

Why are they doing this as a kind of racist act?
