I owe a overdraft fee of 391, they suspended the overdrafting privileges because it’s been more than 30 days to pay it back

Yikes, that's a hefty overdraft fee! Those bank fees are such a rip-off. I totally get why you're in a bind now.
Look, once you pay off what you owe, you should be able to start overdrafting again. That's how they punished you by suspending it until you settle up.
But for real, I would not advise overdrafting again right away even if they allow it. Pay off the fee, get some groceries with what's left, then chill for a bit and don't spend more than you got.
I know it's tempting to keep swiping when money is tight. But trust me, those fees add up fast and next thing you know you're stuck in debt. Not worth it!
Maybe ask your folks or a friend if you can borrow enough for food this week. Then take a real close look at your finances to make sure you don't end up in this spot again. Budget better going forward, you feel me?

Gee, you did not follow their rules and you are wondering why the are making you pay back the money that you owe them?
Now go get a second or third job for a while and get back on a good financial plan and don't write cheques that you can not cover ever again.
You should have been more careful. You could damage your credit score by not paying your overdraft on time. I would not be surprised that you damage your credit score simply by using overdraft. Different banks have different rules. You should talk to someone at the bank. They will give you the right answer.
