It's a false dichotomy.
Poachers aren't "hunters," they are killing for a customer order and are usually criminals wanted for various other crimes to boot.
Whereas hunters are partaking in a sport and the whole idea is to be able to boast about the kill and the hunt. Neither market is "served" by the canned proposal.
So it's really just monetising a market that isn't really there. But I suspect it's to catch out poachers and shitbag hunters who will register. Sort of like police sending "winner" prizes to suspects and outlaws, to arrest them when they come to "claim" the prize!
Any idiot can shoot a gun. The skill to hunting is being able to track a specific animal and get a single clean killing shot. I can't see how any on a canned hunt can claim to be a hunter.
People who want a real hunt are still going to go down the illegal route if that's all that's available to them. Worth remembering even the legal side is corrupt and most of the money goes to organised crime rather than conservation.
