You can't fully criminalize sex work because the sex worker will go to jail and be punished by the police harshly, even if she is being abused. So, they partially decriminalize sex work, removing prostitution as a crime. The crime is no longer prostitution, it is human trafficking if a John is paying money for sex now. The John receives the full punishment, and the sex worker is set free.

This causes the Johns to become more cautious or stop paying for sex—sex trafficking. Charge on someone's record is not worth it; most guys with a stable job and income will only travel out of the country or to a place that is legal for it, which leaves fewer customers for the sex worker. A guy with a degree, business, and a good income is not going to risk losing everything he worked for to pay for sex unless he has some kind of addiction. This means only men who are degenerate and abusive will be seeing sex workers, which is undesirable for the sex workers.
