The uncapped age for ice makes me think Don wants as many federal agents undertrained and intentionally putting them in dangerous situations so one of them gets hurt.

Not a chance. Its a federal job and Law enforcement. The background check is extensive and a single crime pretty much kicks you out before they get into credit history, mental health, amd drug use. You probably wouldn't even qualify for a security job. You need to go into politics. Thats the only job a criminal can succeed
