- A heightened risk for vulnerable children: Children in foster care, group homes, and those who run away are highly susceptible to being targeted and exploited by traffickers. These children often lack stable family support and may have had basic emotional and physical needs unmet. Traffickers exploit this vulnerability by promising to meet those needs.
- High correlation between child welfare and trafficking: Up to 90% of children identified as sex trafficking victims have had prior involvement with child welfare services. In 2014, the National Center for Missing and Exploited Children reported that 68% of likely sex trafficking victims who had run away were in the care of social services or foster care when they disappeared.
- Gaps in screening and intervention: Despite federal laws requiring states to have procedures for identifying and assisting trafficked children in foster care, some states still lack sufficient protocols for screening at-risk youth. This creates "missed opportunities" for early identification and intervention by child welfare workers.
