First, who is Dominique de Villepin? He was Minister of Foreign Affairs, then Prime Minister in France.
He is known to have delivered a speech at the UN opposing military intervention in Iraq in 2003. Speech that will be applauded, rare things in this place.
Here is an excerpt from the speech
"The option of war may appear a priori the fastest. But let's not forget that after winning the war, we must build peace. And let's face it: it will be long and difficult, because it will will have to preserve the unity of Iraq, restore stability in a lasting way in a country and a region hard hit by the intrusion of force...
Mr President, to those who wonder with anguish when and how we are going to give in to war, I would like to say that nothing, at any time, within this Security Council, will be the result of haste, misunderstanding, suspicion or fear.
In this temple of the United Nations, we are the guardians of an ideal, we are the guardians of a conscience. The heavy responsibility and the immense honor which are ours must lead us to give priority to disarmament in peace.
And it is an old country, France, from an old continent like mine, Europe, which tells you this today, which has known wars, occupation, barbarism. A country that does not forget and knows all that it owes to freedom fighters from America and elsewhere. And yet who has never ceased to stand up to history and to men."
In the report that I saw they said that mr. de Villepin represents everything that Americans hate in the French, that is to say arrogance, giver of lessons, contemptuous etc. and moreover following this speech there was apparently, according to what the report said, a wave of Francophobia
