He kept Cuba in third-world poverty when it would have been easy for Cuba to become the leading tourist destination for Americans.
Because Iran is the leading state sponsor of terrorism, is ruled by fanatics, has a horrendous human rights record, and was dangerously close to have s nuclear warhead that could be delivered by a missile.
My Aunt and Uncle lived in Miami and would cruise to Cuba and back on the weekends before the travel ban was executed. Cuba was an Aristocratic Monarchy and the People were Un-educationed. At least Castro wanted the people to have more than a tin shed to live in and sugar Cane plantations to slave away their lives in.

The American Political system was being successful with keeping us afraid of Communism and Socialism, They used it as a reason to start wars and keep our economy flourishing, temporarily. Communism was never a treat. It only works for uneducated folks, As soon as education gets a good foothold, Communism does not last. Consider USSR. I don't think Fidel was ever a threat. He was just trying to provide a decent life for the uneducated mass in Cuba. I think the danger was that his association with the USSR and their Missile bases, 90 miles from US soil, posed a threat.
1.4 million fled Cuba to the US since 1959. Often risking death on overcrowded rafts. His regime was defined by ruthless suppression of dissent. Thousands of executions without due process.
In 1958, Cuba had the 3rd largest GDP of Latin America. Under Castro they reverted to stagnation, rationing, and shortages. They could only be propped up by the Soviets. But once that gravy train ended in the 90’s, they had 35-40% GDP contraction.
By what measure would he be considered good?
He came to power via an armed revolution
Installed the most vile system once he took power, communism.
Turned the country into a dictatorship
Oppressed anyone and everyone
So by any higher moral standard he’s beyond bad
But I also believe his conviction and willingness to do what needs doing to maintain his own beliefs is commendable in a way

Easy to call them bad without delving into the circumstances they had to navigate
And one thing is for certain, a weaker man wouldn’t have had the success Castro had
So his strength is undeniable
Prior to Castro, Cuba was like a mini-USA; the wealthy did very well, there was a small middle class, but there was a LOT of poverty. Unfortunately, Castro didn't make it much better for the poor or middle class, and he confiscated the wealth of those who remained.
Most people like to blame "Communism" and point to Castro and say " See how it fails?" But the fact is, he wasn't a communist, he was dictator/authoritarian disguised as a rebel. I've said before and maintain, real Communism has NEVER been seen on this planet, it's always a dictatorship or authoritarian regime dressed up as something else. Castro was no different.
I met a former soldier who told me he had a chance to assassinate Fidel Castro and was within shooting range of him but his officer told him not to kill him because it would lead to retaliation from his associates. He might have been lying but I believe him.
Fidel oppressed his entire country and kept them in abject poverty and misery for his entire time in power, and ensured that would continue after his death.. The only Cubans who defend him are the relative few who had power and privilege because of him - the vast overwhelming majority of the population hated Castro.
That makes the answer pretty clear.

I've been to Cuba. Wonderful people, taste rum, nice cigars - resorts are nice and the areas of Cuba they want you to see that they have sand blasted and cleaned up are pretty cool. The rest of Havana is pretty tragic. It was very oppressed and for that I wouldn't go back.
Castro believed the answer was Government. He was a socialist. He believed people needed a leader with strict principles , but he also loved Baseball. Was a pitcher. So, you have the private life and public life. He was not evil , but misguided. Did he make it to Heaven , I doubt it , but lukewarm people won't make it to Heaven either.

Fidel was good as good was CIA. Good, bad, evil.. in politics this doesn't matter, there is any moral or remorse.
He was a product of his times and political environment, primarily.
I trust what the Cuban people think about him. Same with Venezuela and Iran.
It depends on your definition of, "bad". Most leaders, especially leaders with tenuous power, in corrupt systems, must do questionable things to remain in power.
