Car parts are actually manufactured and assembled all over the would there is no such thing as "German made" or "Japanese made". Just because a car maker is "German" for example doesn't mean the cars are German made. If anything the cars are probably just assembled in the country you are buying in, all to avoid import duties.
It's why you should look at reviews, rather than brands, when buying things.
But in terms of global reviews it's actually South Korea (KIA and Hyundai) followed by Sweden (Volvo) then British (Jaguar) then Japanese (Toyota and Honda).
But the caveat is that the quality of these cars varies widely from country to country. For example BMW's manufactured in the UK are absolute shit. But if you import from Germany then it's made to a much higher quality.

''Reliability'' to me is to get what you expect.
So my top of the list would be China and India = utter garbage.
The most forgiving cars I had were ''Ford''(Europe) and ''Opel'', but they had their individual flaws - both: kind of German.

Japan I think and some from Germany
Germany (specifically Porsche). Japan is a close second and across a wider spectrum of brands and models, while also benefitting from building cars simple enough that DIYers can much more easily manage it.
These days it’s a toss up. Quality has dropped across the board and prices still rise.
I think definitely Japan.
