Yes Venice is famous for good reason. Marco Polo is from Venice and visited my ancestors in China bringing gunpowder to Europe. And this European weaponry was born! And it was all because of Venice! (Just kidding)

When u say none of the locals litter, I doubt that. In every single town I have been in locals are usually the worst but blame it on tourists.
