Why are people so concerned about short term reputational damage but dont think about the long term?

This case of the child killing nurse has made me ask this question but I've seen this in so many other cases. They don't want to damage their reputation by potentially having a murdering nurse at their hospital but they made it so much worse now because she killed more babies and they're partially responsible for letting her keep working even though many people reported her. Of course nobody wants this kind of PR but if they'd done a serious investigation at the start they would have saved some lives. People would say they did their job and they acted as they should. Now people are saying they should go to prison too for enabling her.

I mean I can understand weakness in people but it wasn't just one person and they're supposed to know what they're doing it's just so senseless and stupid.
