Its a guy I have known since we were kids. He has always been an asshole for lack of a better word so I never liked him. Now all of a sudden he is interested in me but knowing him he just wants to hook up and I'm not with that. I just don't like the guy and I am tempted to be really bitchy because he has done some messed up things in the past. How can I turn him down without ruining our "relationship"? We live in a small town where everybody knows everybody. I see him constantly so its not like I could avoid him but I want him to get it thru his thick skull that he needs to leave me alone

Just tell him you are not attracted to him in that way. Attraction always gets in the way of current relationships. If you are friends, and all of a sudden your best friend is attracted to you, it changes everything. So, telling him you don't like him is obvioulsy going to hurt him, I wouldn't get all bitchy though. He can't help it he likes you. Just tell him straight out. It probably will change your current relationship, but nothing can change that. Sorry. :( Hope that helped a little. lol.
