We like each other but can't date.

ok so I like this guy a lot and he likes me a lot too and we kissed the other day and both really want to date each other but he's moving to a different state in a couple weeks for college and will be gone for a year. and another problem is he's my best friend's recent ex-bf. I mean my best friend is married now so I'm pretty sure she's over him but she didn't even like the fact that we're still friends and she doesn't talk to me for like a week at a time and keeps blowing me off so I don't know what to do...we like each other but the situation is just so weird, I don't know what to do
