When a guy says "let me think" what does he mean?

So, I've been texting with this tour guide that I met a couple of months ago.

I felt this connection the first time we met but I was a bit nervous to say or do something. Second time I saw him, he was surprised to see me and he remembered what country I'm from, my name and he even knows the sound of my voice! (spoke to him once on the phone). After that I decided to text him and ask "when are you planning to ask me out? :)" and he replied by saying "hehehe, really? when are you asking me out? And then I told him that he has to take me out because he never sent me pictures that he promised. Then he said "hehehe, OK. let me think.

LET ME THINK?! What the hell is that suppose to mean? I asked a simple question, "let me think" sounds really rude to me. If he doesn't want to go out with me, why the hell is he continuing to responding to my texts? Its' been going on for weeks. I stopped texting him but after two weeks, he contacts me. I just don't understand why he is acting like this and I even told him that I like him..
