Are people really "just kidding" after saying something flirty?

If they say something that can be interpreted as kinda flirty, then quickly claim that they were just kidding and change the subject. Also if you're going to retract what you said in that way, why even say it all?

They can be but usually no. They mean what they say but there unsure of how you'll respond to their flirtatious behavior so they say there just kidding to avoid possible embarrassment.

Depending on if they are sincere about it. Or he just wants to get in your pants, so he says jk and tries to apologize.
