See, I would just tell you to define a crush.
Guys crush a lot!
Its not a question of getting over them, because in all honesty, you don't.
There has to be a weird event to make you stray away from a crush, and even then, you'll still find them at least cute.
But in your case, he asked you out, so yeah, he had a crush on you.
He thought enough of you to want to date you.
He said that he didn't want to get involved because of work...
Although I wouldn't let this stop me, it doesn't mean he feels the same way.
He may have went through a work relationship before, and may be trying to avoid that situation.
So to keep from allow his-self to go back on his word, He's trying to avoid contact because his attraction for you will only grow stronger from being around you.
Good Luck though, because its not like its impossible for it to work if he does come around...

Guys do not get over crushes easily imo. I usually can have a crush on a girl for a while, but there does come a point where you get over the crush and then don't feel anything anymore if you are able to block the girl out of your mind. Maybe he has done this. However, I think that if you at least initiate the contact and start the conversation with him than maybe you can rekindle that he feeling that he felt for you. It doesn't go away completely quickly so there probably still are some feelings deep down.

It depends on the guy. =p I know I don't get over crushes very easily, and I know that one of my friends has been crushing on this girl he can't have for like 3 years now. But I also have friends who change who they like on a regular basis. I know in that position I would still be crushing on you, but I would definitely be hiding it.
If we just like the look of you and feel nothing else for you then yes, if there's a connection you feel then it will take a while to get over you
