Well I'm quite shy myself and I gotta admit I do this quite often to girls who I find attractive... I'm only usually outgoing with people I know or people who initiates conversation with me otherwise I tend to keep to myself and unconsciously become very anti-social. Especially if I feel the girl is looking back at me I tend to freeze and not know if I should look back or not, most of the times I tend to not look over just in case I make eye contact and feel awkward. It's a weird behavior and it goes against all logic and common sense, but it's just a habit.
If you like him, maybe you should just go over and introduce yourself or you could try and look back at him and as soon as you catch his eyes, smile. Make sure you smile fast cause he'll probably look away pretty quickly, and make it very obvious that you're smiling at him. Then, maybe he'll get up enough confidence to say hi to you.
Some guys are like that because they are shy in general.
They are scared of being rejected or they think you're too good for him. If you know he likes you, and you said you like him, then why not approach the guy.
You might end up meeting a great guy.

We guys have trouble reading girls' signals. We feel like girls will think we're creeps if we stare, so he probably doesn't want you to notice him. But smile at him once in a while. Say hello. Then he'll know it's ok to look, and maybe more!
