Not sure where you are from but in the UK at least, the Executive is the more senior role. An HR Assistant doesn't necessarily need any HR qualifications, whereas an Executive would need a CIPD most likely. An Assistant would do a fair bit of admin, and some operational work. They also might not have the experience and authority to handle a case without supervision which is something that would be expected from an HR Exec.

HR Assistant is below HR Executive. HR Executive gets to make the decisions and the HR Assistant carries them out. Obviously, the Executive position would be more prestigious and lucrative.
