At your weight, definitely DON'T set a specific weight goal. You're already getting close to dropping out the bottom of the healthy weight range for your age and height. In order to get abs, you need to shock train your core, as well as gain lean mass while keeping body fat low.
And when I say core, that doesn't mean just abs. Your core is your abdominals, obliques, and your entire lower back. You'll want to train all of these areas, not just your abdomen (which the visible "packs" part are called the rectus abdominis).
There's an old saying that says "Abs are built in the gym and the kitchen". Even skinny guys can look toned when they drop body fat, or have low body fat naturally. Are you an ectomorph or mesomorph body type, do you know? Because the meso is the easiest gainer/shower of muscle, followed by the ecto, and lastly the endomorph. So the first task is to drop body fat if you have a good bit already. Abs don't show if there is too much fat sitting on top of them. The reason I ask about your body type is because you said you're 127 pounds but have a beer belly...being that light but still having a beer belly is a bit odd.
Dropping body fat is what you'll need to aim for first. But being as light as you are currently, dropping too much body weight might not be the best way to go. So drop weight according to how you feel FIRST, and then how you look second. There's no need to have a specific weight in mind, because you're not a boxer trying to make weight lol.

As for dieting, you want to aim for clean bulking (after losing body fat). Stick to lean meats and clean foods that don't have a lot of extra fat in them. Protein, iron, and B vitamins is what you get from meat. Google is your friend here.

To get your abs to show, you need to drop some body fat. To do that, you need to change your diet.
I recommend that you reduce the amount of cane sugar (in chocolate, tea, etc.), high fructose corn syrup (in soda, salad dressing, etc.), and carbohydrates (in bread, potatoes, etc.). Feel free to replace the calories from these foods with calories from other foods. (You do not need to starve.) If this change does not cause you to start losing fat, then cut your food portions back about 5-10%. If your weight has been stable for a while, then these changes are very likely to cause you to lose weight.
Also, when you go on a diet and lose fat, there is also a tendency to lose a little bit of muscle. As such, I recommend that you replace your calories from sugar, high fructose corn syrup, and carbohydrates with protein and do some strength training (lift weights, do crunches, and do other non-aerobic exercises). These two things should help you keep your muscles.
After you have lost the weight you want to lose, see whether your muscles are as bulky as you want them. If they are not, then increase the amount of fat and protein in your diet and use the calories from that to do strength training and build your muscles.

If you want visible abs then you need to lose weight. Everyone has abs but they're covered with a layer of fat. It's time to go on a diet my man.
Id say bulk first bro because abs on skinny guy is like tits on fat chicks...
Doesn't count.everyone has abs, getting them to show is a matter of losing the fat covering them.
