You're not fat. You didn't list your height but 19% body fat is not fat. The ideal percentage for women is around 22% so you are below that. You'd be in the athletic section of the body fat chart. If you get lower you're looking at essential fats. So you're fine. Stay where you are. Gain some weight, even.

Your fat if your standing and you look down and can't see your toes. Or your face has more than one chin. Or if you have sausage fingers
