Do strength and muscle exercise and stop the cardio. Push ups should be the easiest and fastest way to do it. If you do about 150+ push ups in 3-4 sets, then you will quickly build muscles in the arms, belly and chest. The added muscle will not make the fat go away (diet will do it) but it will make your arms stop looking flabby even with the fat.
Try the easy version or have longer rests if you can't do the normal push ups.
I also find the Perfect Push Up tool (about $30) to be extremely useful if you can do 10+ normal push ups.

There is not such thing as spot reduction. In other words, you cannot removed fat from a specific area of your body because you store fat based on your genetic predisposition. There is, however, spot strengthening or toning. So, if you do exercises for your triceps, such as French presses, bench presses and dumbbell kickbacks, the underside of your arm will get solid and stabilize the “flab.”
Don’t worry about getting “ripped” or “muscle bound.” This does not happen to women unless then are using steroids and dieting radically.
Even with weight loss, you will still have arm flab. You need to do exercises for your triceps, like tricep dips, push-ups, tricep kickbacks, triangle push-ups, pull-ups, etc

"flab" do you mean the muscle/fat at your triceps is "loose" when you let your arms hang down? Doesn't matter anyway, since some exercise and a diet which you can follow for a month will lead to weight/fat loss :)
