I would try to decrease your salt/sodium in take a bit. It makes you retain water, and can cause bagginess under eyes.
A cold compress on your eyes can help with puffiness sometimes. Some put cucumbers on their eyes and relax.
If you can afford it, there are eye creams. Some you can put on at night (after you remove your make-up).

Soak 2 teabags in hot water for a few minutes, then take them out and let them cool down.
